No person shall make any opening or excavation in any street, alley, sidewalk or boulevard,
for the purpose of laying any water, sewer or gas pipes, or any telephone or electric
wires or cables, or for the purpose of making connections with any water, sewer or
gas pipes, or telephone or electric wires or cables, or the repairing or altering
of the street or any other purpose without a license therefor, unless such person
shall then have on file in the Office of the City Clerk an actual performance bond
in the amount of seven thousand five hundred dollars ($7,500.00) which bond shall
be in full force and effect and acceptable in form by the City Clerk.
