Any person hauling dirt, sand, gravel, coal, brick, stone, ice, ashes, rubbish or
other material on the streets or alleys shall so construct, keep and maintain his
or her vehicle so as to prevent the spilling of such material from the vehicle, and
in case any materials fall into the streets or alleys, he or she shall cause the same
to be forthwith removed.
