The Cemetery Committee may regulate and prescribe the manner of enclosing, improving
and adorning the private squares or lots in the cemeteries, and the erection of monuments
thereon or any other fixtures, and shall prevent or prohibit any division, improvement
or adornment or the erection of any monument, tombstone, or fixture or other improvement
which they deem unsightly or improper and they may direct the removal of any improper
monument, tombstone, fixture or improvement. No avenue, walk, or alley in the cemeteries
shall be obstructed or closed up.
