§ 17.10.090. IL, Light Industrial District.

  • (a)

    Purpose. The purpose of the IL, Industrial District is to provide areas for light industrial uses. The IL district is further intended to ensure high quality future development through the use of site plan approval procedures which provide for specific consideration of access, parking, drainage, landscaping and design factors. In addition to the permitted uses, other uses which would not normally be appropriate in the IL district may be allowed as special uses with conditions specified by the City Council to safeguard the public health, safety, morals and welfare.

    (b)

    Permitted Uses. The IL district is designed to allow considerable latitude in the range of light manufacturing and wholesale uses allowed. Buildings or structures may be erected, altered or used for one (1) or more of the following:

    A.

    Construction Uses including only the following:

    (1)

    Building Construction—General Contractors and Operative Builders (all uses within SIC Code 15).

    (2)

    Heavy Construction other than Building Construction—Contractors (all uses within SIC Code 16).

    (3)

    Construction—Special Trade Contractors (all uses within SIC Code 17).

    B.

    Manufacturing Uses including only the following:

    (1)

    Bakery Products (all uses within SIC Code 205).

    (2)

    Bottled and Canned Soft Drinks and Carbonated Waters (all uses within SIC Code 2086).

    (3)

    Manufactured Ice (all uses within SIC Code 2097).

    (4)

    Textile Mill Products (all uses within SIC Code 22).

    (5)

    (c)

    Accessory Uses and Structures. Uses and structures customarily accessory to a permitted use may be allowed. Except for limited quarters for night watchmen, no structure shall be used for residential purposes.

    (d)

    Special Uses. The following uses may be allowed within the IL district subject to the criteria established in Chapter 17.20.

    A.

    Communication Towers based on the criteria in Sections 17.20.040 and 17.20.050.

    B.

    Utilities:

    (1)

    Water Supply storage (all uses within SIC Code 4941).

    (2)

    Sewage Treatment Plants (all uses within SIC Code 4952), as an accessory use only.

    (e)

    Site Plan Required. Site Plan approval by the Planning Commission shall be required for all proposed developments within the IL, Light Industrial District as provided for in Section 17.16.020.

    (f)

    Regulation of Hazardous Materials. Pesticides, herbicides, flammable material and any other hazardous material shall not be stored outdoors closer than one hundred fifty (150) feet from any residentially-zoned property. Such material may be stored in a building located not less than one hundred (100) feet form any residentially-zoned property.

    (g)

    Dimensional Regulations.

    A.

    Minimum Lot Size: Ten thousand (10,000) square feet.

    B.

    Minimum Lot Width: One hundred (100) feet.

    C.

    Minimum Front Yard: Twenty-five (25) feet.

    D.

    Minimum Side Yard: None, unless the side of the lot abuts land zoned residential in which case there shall be a side yard of at least twenty (20) feet. If a side yard is not required but is provided, however, it shall be at least ten (10) feet in width.

    E.

    Minimum Rear Yard: None, unless the rear of the lot abuts land zoned residential in which case there shall be a rear yard of at least twenty-five (25) feet. If a rear yard is not required but is provided, however, it shall be at least ten (10) feet in depth.

    F.

    Maximum Building Coverage: Fifty (50) percent.

    G.

    Maximum Building Height: Sixty (60) feet.

    H.

    Filling Station Pumps: Must be setback fifteen (15) feet from any street line, twenty-five (25) feet from any side or rear lot line, and fifty (50) feet from any residentially-zoned land.
