§ 2.04.120. Ordinances and resolution, voting and record.

  • A.

    The passage of all ordinances for whatever purpose, and of any resolution or motion: (1) to create any liability against the city or (2) for the expenditure or appropriation of its money, shall require the concurrence of a majority of all members elected to the Council, including the Mayor, unless otherwise expressly provided by the Illinois Revised Statutes. The passage of an ordinance, resolution, or motion to sell any city property shall require the concurrence of three-fourths of all Aldermen elected. The yeas and nays shall be taken upon the question of the passage of the designated ordinances, resolutions, or motions and recorded in the journal of the Council.

    B.

    Every member present shall vote upon every motion put by the chair, unless excused by a vote of the Council; in which case the fact of such excuse shall be spread upon the records of the meeting.
