§ 3.04.010. Claims—Certification.

All demands, claims or accounts presented against the city for allowance, shall be certified as correct by some appropriate committee before the same shall be put to a vote of allowance. And no vote appropriating money shall be declared to be adopted unless the same shall receive the vote of the majority of all the members of the City Council. All votes appropriating money shall be taken by yeas and nays, and entered at large upon the journal, and be published with the Council proceedings.
