§ 13.04.020. Water connections.

    Owner's Property.

    1.

    Connections not to exceed one inch. All persons desiring to have a new connection not to exceed one inch in diameter with the city water mains shall first contact the City Water Department and obtain authority for such connection. There shall be no connection except pursuant to authorization and direction of the City Water Department. The City Water Department shall install and bear the expense of the line, yoke, meter tile, ring, and lid, and meter from the main through and including the meter. There shall be an installation fee payable by the person desiring to have the water main connection of seven hundred fifty dollars ($750.00) if the city water main is on the same side of the street, and a two thousand dollar ($2,000.00) fee if the city water main below the hard surface roadway or on the other side of the hard surface roadway. The City Water Department shall maintain the line, yoke, meter, meter tile, ring and lid.

    Connections in excess of one inch. All persons desiring to have a new connection in excess of one inch to the city water main shall first contact the City Water Department and obtain authorization for such connection. There shall be no connection except pursuant to authorization and direction of the City Water Department. The connection shall be made by a licensed plumber, and shall be in conformance with all applicable rules and regulations pursuant to the State Plumbing Code and all other pertinent and applicable rules and regulations. The expense of the yoke and line and the line installation shall be borne by the person seeking connection. Following approved inspection of the line, yoke, meter, meter tile and ring, in place, the City Water Department shall maintain the line from the main to the lower shut-off valve.

    B.

    Maintenance of Meter and Lines; Yoke Systems. Meter boxes, metal lids and yoke systems shall be provided and maintained in operation by the City Water Department except when these are physically situated on private property. When these are physically situated on private property, the private property owner shall have all maintenance responsibilities. All yoke systems shall have two shut-off valves, one of which shall be a bar valve located where the service pipe enters the meter tile and the other shall be located on the yoke, and both shut-off valves shall be made operable and maintained by the city. All yoke systems must have a backflow prevention device installed. All structures which have backflow prevention must also install an expansion tank system.

    C.

    Meter Appurtenances Requirements.

    1.

    Connections and Fittings. Curb stops, corporation stops, Buffalo boxes, and copper pipe fittings shall be of standard manufacturers. Meter yokes shall be three-quarter inch by three-quarter inch with plain stop and twelve (12) inch to eighteen (18) inch riser. The contractor shall submit to the Department of Public Works for approval the type, size, and manufacturer of these appurtenances proposed for use.

    Copper Pipe. Service pipe alternate shall consist of seamless copper service pipe, suitable for use as underground service connections and comply with ASTM Class A Specifications and U.S. Government Specifications, WW-T-799 Type K. The three-quarter inch copper service pipe shall have a wall thickness of at least 0.065 inches and weigh at least 0.641 pounds per foot. The one inch copper service pipe shall have a wall thickness of 0.065 inches and weigh at least 0.893 pounds per foot. Polyethylene pipe identified as CTS DR9 200 PSI ASTM D 2737 shall constitute an acceptable alternate service pipe so long as the outside diameter is equivalent to the outside diameter of three quarter (¾) inch copper service pipe or one (1) inch copper service pipe.

    Meter Boxes. The meter boxes shall have an eighteen (18) inch diameter, shall be a minimum of thirty-six (36) inches in height, and shall be of concrete or poly material. The line to and from the meter shall be at least thirty-six (36) inches below the ground surface and this depth requirement shall apply to that portion of the pipe which passes beneath ditches. Meter box covers shall be cast iron for eighteen (18) inch diameter boxes, with single locked lid providing not less than an eleven (11) inch clear lid opening. All meter boxes constructed beneath driveways shall be of concrete. Where not specifically regulated by this code the regulations of the Illinois State Plumbing Code shall prevail.

    Water Meters. Water meters for domestic service shall be of the multi-jet type and shall have a bronze case, register box ring. No stamped cases shall be used. The register assembly shall be designed to have six movable numeral wheels. The meters shall be guaranteed to meet A.W.W.A. new meter accuracy standards for the first two years and repaired meter accuracy standards for the balance of a total fifteen (15) year accuracy warranty. In addition, the meters shall conform to A.W.W.A. Standard C708-76 and shall be three-quarter inch.

    5.

    Drawings of proper meter installation are made a part of this chapter by reference, and there shall be no variance from the specifications therein set forth unless specifically modified by water department personnel.

    D.

    Service Connections Beyond Corporate Limits. No persons shall be permitted to make service connections with city water mains outside the corporate limits of the city unless their property is not contiguous to the corporate limits. The granting of a service connection outside the city limits because of lack of contiguity to the city limits shall not create a vested right to continue such connection in the event the property becomes contiguous to the city limits. If the property becomes contiguous, the requisite persons owning and occupying the premises shall have sixty (60) days to petition the city for annexation; if no petition is filed, the city shall terminate the service connection.

    E.

    Application—Performance Bond. No water connection shall be made except upon written application therefor. The application shall be accompanied by a performance bond in manner and form as required by Section 12.04.020.

    F.

    Tap Fees. The following tap fees shall be paid to the Vandalia Water Department at the time of the application. Each tap shall require a separate fee.

    The tap fee shall be two times the amount specified hereinabove where the tap shall be made to provide water service to a user residing outside the corporate limits of the city.

    G.

    Required Removal of Meter and Appurtenances. In the event that residential or commercial structures are totally removed from any owner's property, the property owner shall disconnect the water service from the city main at the main itself. This shall be done within thirty (30) days of dismantling, removal or demolition of the residential or commercial improvements. All bonds and costs as required by Section 12.04.020 shall be applicable.
